Administration Force, formerly known as HQ Administration Office, was set up on 1 January 2010 and was managed by the Administration Force Commander. It comprises four offices, namely Human Resources Office, Internal Communications Office, Information Technology Office and Public Relations Office, each consisting of one Senior Staff Officer, one Staff Officer, two Assistant Staff Officers, two Senior Section Leaders and four Section Leaders. Administration Force, with an establishment of 22 officers and 25 members, is responsible for enhancing the administration support effectiveness of the Service.
Human Resources Office was formerly called Human Resources Company, which was established on 1 October 1999 and was under the Support Force and managed by the Human Resources Company Commander. On 1 February 2004, Human Resources Company was transferred to the then newly established HQ Administration Office, and was reorganized into the Human Resources Office on 1 January 2010, managed by its Senior Staff Officer. Its current duties include assisting the administrative work of the transfer application and selection and promotion of Grade IV and V officers, processing the transfer application of the members and the annual internal transfer plan, arranging the resignation interview, sorting out personnel records and seniority/attendance calculations and assisting in the handling of disciplinary and complaint cases, as well as the application and records of the reserve officers.
Internal Communications Office aims at enhancing the communication between CAS members and the management. CAS Consultative Committee was established in June 2010 to provide a formal exchange platform for officers and members, and the secretarial support is provided by Internal Communications Office. Internal Communications Office also actively maintains close contact with a number of associations with connections with CAS to collect opinions from all parties for reference by the management. CAS has set up an online message board inside the CAS e-Garden, managed by Internal Communications Office, for members to express their opinion. Internal Communications Office also organises the communication skills workshop every year to share different communication skills with Section Leaders to facilitate their duty performance.
Public Relations Office strives to enhance the positive social image of CAS by promotion works. It also provides media liaison service at various CAS functions such as roadshows, school seminars, open days, blood donation activities and ceremonial functions, as well as arranging press conferences, providing reception for important events and assisting visiting parties, as well as assisting the public relations works of the Mainland and overseas exchange visits.
Information Technology Office is mainly responsible for assisting the companies in monitoring the correct use of the company/unit’s computer systems and equipment, and providing technical support for computer systems and networks during operations.
In recent years, Information Technology Office has assisted the Service in setting up different management systems to enhance its effectiveness, including designing a confinee management system and an electronic record system for the quarantine centres, and setting up a duty information system during the Legislative Council and District Council elections. As social media platforms is highly popular, Information Technology Office also provides technical support for different activities of the Service, such as providing live broadcasts on social media platforms during the passing-out parade for new recruits and the Long Service Medal and Clasps Presentation Ceremony, thereby increasing the outreach of the Service to the public.
Information Technology Office is also responsible for updating the personnel information in the CAS e-Garden portal and ensuring the smooth operation of its e-mail system. Personnel from Information Technology Office regularly visit various companies/units to conduct computer information security checks, and share information security knowledge related to computer usage with officers and members. In addition, in the Workshop on Information Technology held every year, Information Technology Office provides the latest information security knowledge and practical computer knowledge to enhance the security awareness and efficiency of the Service in the use of information technology.
